Mass Murderers - The High Scorers
In the wake of the attempted assassination of Donald Trump on Sat 13 Jul 2024, my thoughts drifted to the question: Who are the world's most prolific Genocidal Mass Murderers?
Here is a list of "Mass Murderers" in ascending order, with some surprising names revealed.
Accurate numbers are always open to debate. However, best-case figures have been extrapolated from currently available data...
No 18 - Idi Amin (Uganda, 1969 - 1979)
100 Thousand to 500 Thousand Deaths
(Idi Amin - 30 May 1928? - 16 Aug 2003)
To maintain his dictatorship, from 1971 to 1979, Idi Amin perpetrated a genocide program against rival tribes and Obote supporters. Consequently, he was directly and indirectly responsible for the murder of between 100 Thousand and 500 Thousand (however, some authorities place the figure at 300 Thousand).
Those murdered included general citizenry, former and serving politicians (including cabinet ministers), the chief justice, Supreme Court judges, diplomats, academics, educators, prominent Anglican and Roman Catholic clergy, senior bureaucrats, medical practitioners, bankers, tribal leaders, business executives, journalists, and several foreigners. In some attacks, entire villages were wiped out.
It was also reported that so many bodies were thrown into the River Nile that workers had to continuously fish them out to stop the intake ducts of a local dam from becoming clogged.
No 17 - Harry S Truman (Japan, 1945)
At least 220 Thousand Deaths
(Harry S Truman - 08 May 1884 - 26 Dec 1972)
On 25 July 1945, President Harry S Truman authorised the use of atomic weapons against the Japanese Empire. The order stated that the Air Force would deliver its first special bomb as soon as weather permitted visual bombing after about 03 August 1945 on one of the targets: Hiroshima, Kokura, Niigata and Nagasaki. "Additional bombs will be delivered to the above targets as soon as they are ready by the project staff." Further instructions will be issued concerning targets other than those listed above.
The first bomb was dropped on Hiroshima on 06 August 1945, and the second bomb was dropped on Nagasaki on 09 August 1945.
The bombs immediately killed approximately 120 Thousand people and fatally injured over 100 Thousand more. The Japanese Emperor, Michinomiya Hirohito, unconditionally surrendered on 14 Aug 1945 and thus ended the Second World War.
No 16 - Benito Mussolini (Ethiopia, 1936; Yugoslavia, WW2)
At Least 430 Thousand Deaths

Benito Mussolini was charged with over 400 Thousand Italians killed during the Second World War, and at least 30 Thousand Ethiopians died during the Italian occupation of Ethiopia.
No 15 - Suharto (East Timor, West Papua, 1966 - 1998)
500 Thousand to 2 Million Deaths

Following an alleged coup attempt in 1965, Suharto, the second President of Indonesia, was responsible for 500 Thousand to 2 Million people killed. The killings in East Java and northern Sumatra were on such a scale that the disposal of the bodies created a severe health problem. It was reported that small rivers and streams were clogged with corpses.
In 1975, over 250 Thousand deaths occurred following the invasion of East Timor, and Thousands more people were killed in various Indonesian provinces.
No 14 - Saddam Hussein (Iran 1980-1990 and Kurdistan 1987-1988)
662 Thousand to 1.6 Million Deaths

The death toll engendered by Saddam Hussein includes 150 Thousand to 340 Thousand Iraqi combatants and 450 Thousand to 730 Thousand Iranian combatants killed during the Iran-Iraq War from 1980 to 1988.
Further, approximately 1 Thousand Kuwaiti nationals were killed following the Iraqi invasion of Kuwait in 1990.
There are no accurate figures for the number of Iraqis killed during the Gulf War in 1991, with estimates of up to 200 Thousand given by various sources.
During Hussein’s dictatorship, over 100 Thousand Kurds were killed or just "disappeared", and no accurate figures are available for the number of Iraqi dissidents and Shia Muslims who have been killed - it is suggested that the numbers are between 60 Thousand and 150 Thousand.
Following the US occupation of Iraq in 2003, mass graves were discovered that suggested the total number of murdered Kurds, Shias, and dissidents could be as high as 300 Thousand.
It has also been suggested that up to 500 Thousand Iraqi children have died because of international trade sanctions introduced after the Gulf War in 1991.
No 13 - George W Bush and Tony Blair (2003 - 2011)
At Least 702,000 Deaths

A dossier written on 28 Mar 2002 by former US Secretary of State Colin Powell to President George W Bush states: "On Iraq, Blair will be with us should military operations be necessary."
Genocidal War Crimes include:
1) Afghanistan
The Afghanistan War, which took place from 2001 to 2011, resulted in a devastating loss of life, with an estimated total of 241 Thousand people killed. This number includes civilians, military personnel, and opposition fighters. The prolonged conflict has had far-reaching and tragic consequences for Afghanistan and its people, leaving a lasting impact on the nation and its society.
2) Iraq
The total number of Iraq war deaths from the 2003 US invasion to 2011 is a tragic indictment of up to 461 Thousand people:
- Iraqi Civilian Deaths: Between 280 Thousand and 315.190 Thousand Iraqi civilians were killed by direct violence since the 2003 U.S. invasion.
- Documented Deaths: Documented deaths from violence, as recorded by the Iraq Body Count, ranged from 103.160 Thousand to 113.728 Thousand civilian deaths up to Dec 2011.
- Survey-Based Studies: Various studies have estimated the total number of deaths to be at least 461 Thousand as of Jun 2011.
These numbers reflect the devastating impact of the Iraq war on both military personnel and civilians. It's important to remember and honour those who lost their lives during this conflict.
For this article, we're using the Afghanistan death total of 241 Thousand and the Iraq death total of 461 Thousand, which gives a total of 702 Thousand (a conservative estimate) people losing their lives. The responsibility is laid at the feet of Bush and Blair.
No 12 - Jean Kambanda (Rwanda, 1994)
Up to 800 Thousand Deaths
(Jean Kambanda - 19 Oct 1955 - Alive at the time of compilation)
In 1994, Jean Kambanda, the Prime Minister in the caretaker government of Rwanda, was responsible for the genocide of hundreds of thousands of Rwandan Tutsis and moderates of the Hutu majority.
During the 100 days from the assassination of Juvénal Habyarimana, 06 Apr 1994 to mid-Jul 1994, at least 500 Thousand people were killed - other sources estimate the death toll as 800 thousand to 1 Million people.
On 04 Sep 1998, the International Criminal Tribunal for Rwanda (ICTR) condemned Kambanda to life imprisonment for:
- Genocide and agreement to commit genocide.
- Public and direct incitation to commit genocide.
- Aiding and abetting genocide.
- Failing in his duty to prevent the genocide which occurred while he was prime minister.
- Two counts of crimes against humanity.
The ICTR Appeal Chamber upheld this verdict on 19 Oct 2000, and Kambanda is currently jailed in Mali.
No 11 - Mengistu Haile Mariam (Ethiopia, 1974 - 1991)
At least 900 Thousand Deaths
(Mengistu Haile Mariam - 21 May 1937 - Alive at time of compilation)
From 1974 to 1991, Mengistu Haile Mariam was responsible for tens of thousands of Ethiopians being tortured, murdered, or just "removed".
Tens of thousands of other people were also killed as a result of Ethiopia’s many internal armed conflicts, and more than 100 Thousand others died as a result of the forced relocations ordered by the Mengistu regime.
In May 1991, Mengistu fled the country with 50 family members and Derg members. He was granted asylum in Zimbabwe as an official guest of Robert Mugabe (Zimbabwean President).
Mengistu was tried in an Ethiopian court, in absentia, for his role in the killing of nearly 2 Thousand people during the "Red Terror". Mengistu's charge sheet and evidence list were 8 Thousand pages long, and the evidence against him included signed execution orders, videos of torture sessions, and personal testimonies.
The trial began in 1994 and ended in 2006. Mengistu was found guilty as charged on 12 Dec 2006 and was sentenced to life in prison in Jan 2007. Following an appeal on 26 May 2008, Mengistu was sentenced to death in absentia by Ethiopia's High Court (overturning his previous sentence of life imprisonment). Moreover, 18 of Mengistu's most senior aides also received a death sentence. It is unclear if a government change in Zimbabwe will result in his extradition.
Mengistu is currently still living in Zimbabwe.
No 10 - Leonid Ilyich Brezhnev (Afghanistan, 1979 - 1989)
1 Million to 5.2 Million Deaths

Leonid Ilyich Brezhnev was General Secretary of the Communist Party of the Soviet Union during the Soviet war in Afghanistan, 1979-1989. During this conflict, over 1 Million Afghans were killed, and 5 Million Afghans fled to Pakistan and Iran. Another 2 Million Afghans were displaced within the country.
Consequently, in the 1980s, one out of two refugees was an Afghan.
In addition to the war fatalities, 1.2 Million Afghans were disabled (mujahidins, government soldiers and non-combatants), and a further 3 Million Afghans were maimed or wounded (primarily non-combatants).
No 9 - Pol Pot (Cambodia, 1975 - 1979)
At least 1.5 Million Deaths
(Pol Pot - 19 May 1928 - 15 Apr 1998)
In 1975, Pol Pot declared "Year Zero" and executed a systematic plan to "purify" Cambodian society of all foreign influences, Western culture, capitalism, religion, etc., in favour of an isolated and self-sufficient Maoist agricultural society. Consequently, no opposition was tolerated—foreigners were expelled, embassies closed, currency abolished, markets, schools, newspapers, religious practices outlawed, and all private property outlawed.
Consequently, towns and cities were emptied, and the former inhabitants were deemed “Apr 17th people” or “new people.” The country’s entire population were forced to relocate to designated agricultural collectives.
It has been estimated that 1.5 Million people were worked to death, starved to death, died of disease or exposure, or were executed for the breaking of camp discipline.
Contraventions punishable by death included not working hard enough, complaining about living conditions, collecting or stealing food for personal use, wearing jewellery, having sexual relations, grieving over the loss of relatives or friends, and expressing any religious sentiments.
No 8 - Kim Il Sung (North Korea, 1948 -1994)
At Least 4 Million Deaths

It is estimated that about 3 Million people were killed in the Korean War, and a further 600 Thousand to 1 Million North Koreans needlessly starved to death because of the economic legacy of Kim Il Sung’s regime - some sources claim that as many as 3 Million North Koreans starved to death.

At least 4.4 Million Deaths

Did Winston Churchill make any decisions with death consequences? Yes: approx. 4,471,683 deaths...
Broad Fourteens Disaster of 1914—The Broad Fourteens Disaster, also known as the Action of 22 Sep 1914, was a major WWI naval disaster. On that day, the German submarine U-9, commanded by Otto Weddigen, sank three British cruisers in the southern North Sea: HMS Aboukir, HMS Hogue, and HMS Cressy of the 7th Cruiser Squadron.
The tragedy led to the loss of 1,459 British sailors. Questions were raised in Parliament about the Admiralty, particularly Churchill's "competence", "leadership ability", and "military strategy". Churchill was the First Lord of the Admiralty (1911–1915).
Gallipoli Campaign of 1915-1916—Churchill’s involvement in the Gallipoli Campaign during WWI resulted in approximately 46,000 Allied troops and about 65,000 Turkish troops being killed, bringing a total death count to around 111,000. The campaign, from 19 Feb 1915 to 09 Jan 1916, was an attempt by the Allied Powers, primarily Britain and France, to force a naval passage through the Dardanelles Strait and capture Constantinople. Churchill was the First Lord of the Admiralty (1911–1915).
Blockade of Germany—During WWI (1914-1918), Churchill played a crucial role in implementing the illegal Blockade of Germany, which resulted in the deaths of 750,000 German civilians from hunger and malnutrition. The surviving youth from this crisis went on to become fervent Nazis.
Norway Campaign of 1940—Churchill's involvement in the Norway Campaign, which occurred from Apr to Jun 1940 during WWII, resulted in significant casualties:
- German casualties: approximately 5,296, including 1,317 killed on land and 2,375 lost at sea.
- British casualties: around 2,000 killed or wounded.
- Norwegian casualties: about 1,700, with 860 killed.
- French and Polish casualties: 533 killed, wounded, or missing.
- Norwegian civilian casualties: 535 killed.
- Total: about 10,064 casualties.
Churchill was the British Prime Minister (1940 to 1945).
Civilian Bombing—During WWII, Churchill promoted extensive Bombing Campaigns targeting German cities/civilians. The overall civilian bombing campaign led to approximately 600,000 deaths. Churchill was the British Prime Minister (1940 to 1945).
Bengal Famine of 1943—Churchill was the final decision-maker in the Bengal Famine of 1943, a devastating event in British India that led to the deaths of an estimated 3 million people due to starvation, malnutrition, and disease. The role of Winston Churchill, the British Prime Minister at the time, has been the subject of significant criticism and heated debate.
The above events highlight the significant loss of life, some 4,471,683 people, associated with Churchill’s decisions and positional competence.
No 6 - Hideki Tojo (Japan, 1941 - 1944)
At Least 8 Million Deaths

Hideki Tojo, the Prime Minister of Japan when the attack on Pearl Harbour took place, is considered responsible for the murder of more than 8 Million people in China, Korea, the Philippines, Indochina, and other Pacific island nations. He was also responsible for the murder of tens of thousands of Allied Prisoners of War and the approval of government-sanctioned biological experiments on Chinese civilians and POWs.
Some historians believe that there was controversy over the extent of his responsibility, as he claimed to be working under the direct orders of Emperor Hirohito (who was granted immunity from war crimes prosecution). Consequently, some believe that Tojo and other convicted Japanese war criminals ultimately became martyrs for the Emperor.
No 5 - Joseph Stalin (USSR, 1934 - 1939)
At Least 20 Million Deaths, but could be Substantially Greater
(Joseph Stalin - 18 Dec 1878 - 05 Mar 1953)
It is claimed that Joseph Stalin is responsible for the deaths of approximately 20 Million people, including up to 14.5 Million people who needlessly starved to death.
By Stalin's orders, at least 1 Million people were executed for political “offences”; additionally, 9.5 Million people were deported, exiled or imprisoned in work camps. Many of the estimated 5 Million who were sent to the "Gulag Archipelago" also died.
Other estimates place the number of deported at 28 Million, including 18 Million sent to the "Gulag".
No 4 - Genghis Khan (c.1206 - c.1227)
Between 40 Million and 70 Million Deaths

Genghis Khan’s war strategy was characterised by wholesale destruction and slaughter, and his conquests (1206-1368) caused the deaths of between 40 and 70 million people, significantly impacting China and the area that is now Iran.
His brutal tactics involved slaughtering entire cities if they did not surrender, and these genocides occurred mainly in China and northern Iran. While the legend claims he killed 1,748,000 people in a single hour, this number is likely exaggerated.
The truth is more complex: during his campaign to the West, Khan’s troops sacked the Persian city of Nishapur, resulting in widespread death, but not to the extent of the legendary figure.
Overall, the Mongol Empire’s conquests led to the deaths of millions, estimated to be around 10% of the world’s population at the time.
Thus, it is estimated that Genghis Khan's Mongol Conquest, which lasted from 1206 to 1368, resulted in 40 to 70 million deaths.
No 3 - Adolf Hitler (Germany, 1939 - 1945)
At Least 43 Million Deaths

It is claimed that Adolf Hitler, in his bid for territorial conquest and racial subjugation, caused the deaths of an estimated 43 Million people. This includes the death of an estimated 6 Million Jews as well as various other "undesirable" population groups. Also includes the death toll of WWII as Hitler was responsible thereof.
No 2 - Mao Ze-Dong (China, 1958 - 1961 and 1966 - 1969)
At Least 70 Million Deaths

Except for God, Mao Zedong, the leader of the Chinese Communist Party from 1935 until he died in 1976, is considered to be the world's greatest mass murderer. In his time, approximately 70 Million Chinese, along with countless Tibetans, Mongolians, Manchus, Koreans, Hmong, Uyghurs, and other nationalities, died by his order.

The number one mass murderer of all time is God, who murdered all human life, save seven, on Planet Earth in cold blood.
Interviewer: "Did you [God] wipe out all life on the Earth?"
God: "Yes... I saw the wickedness and disobedience of man... and it grieved me." (Gen 6:5-6)
"...The end of all flesh is come before me; for the earth is filled with violence through them; and behold, I will destroy them with the earth.
"I will destroy man whom I have created from the face of the earth; both man, and beast, and the creeping thing, and the fowls of the air." (Gen 6:7)
Interviewer: "Did you go ahead and wipe everything out?"
God: "Yes I did... nothing survived."
"And all flesh died that moved upon the earth, both of fowl, and of cattle, and of beast, and of every creeping thing that creepeth upon the earth, and every man:
"All in whose nostrils was the breath of life, of all that was in the dry land, died.
"And every living substance was destroyed which was upon the face of the ground, both man, and cattle, and the creeping things, and the fowl of the heaven; and they were destroyed from the earth: and Noah only remained alive, and they that were with him in the ark." (Gen 7:21-23)
