After all the financial and weapons support by the West, Ukrainian Precocious President Volodymyr Zelensky issued a warning to NATO, stating that his country may seek nuclear weapons if it is not granted membership in the alliance.
During a conversation with former U.S. President Donald Trump last September, Zelensky stated that he informed Trump that Ukraine would either join "some kind of alliance" or be "compelled to pursue nuclear weapons." He also noted that he considered no option stronger than NATO.
"I believe Trump heard me and said that it was a fair argument," Zelensky said.
Zelensky spoke from Brussels, where he met with EU leaders on 17 Oct to present his "victory plan" regarding the ongoing war with Russia. NATO Secretary General Mark Rutte also held a press conference at NATO's headquarters. Rutte did not endorse Zelensky's plan, stating that it contains "many political and military issues" that require careful examination.
This rhetoric signifies a significant escalation in Kyiv's demand for security guarantees during its ongoing conflict with Russia, which started on 24 Feb 2022. Zelensky emphasized that NATO's support is essential for Ukraine's survival.
Ukraine's path to NATO membership is progressing but has not yet received an official invitation. All current NATO members must agree to extend one.
At recent summits, specifically in Vilnius, Lithuania, in 2023 and Washington in 2024, NATO reaffirmed its commitment to Ukraine's future within the alliance. During the Washington summit, Jens Stoltenberg, NATO's Secretary General, emphasized that "Ukraine's future is in NATO," stating that the path to membership is "irreversible."
However, the Kremlin has consistently pointed to NATO's eastward expansion as a justification for its invasion of Ukraine.

Concerns about provoking a more significant confrontation with Russian President Vladimir Putin led to hesitation, especially after he threatened NATO with "catastrophic consequences" regarding nuclear weapons.
Ukraine has been enhancing its bilateral relationships with NATO members. On Thursday, it signed a security agreement with Greece, securing additional military and humanitarian support.
Zelensky has thanked Norway, a founding member, for its energy assistance package on X (formerly Twitter).
Ukraine's potential pursuit of nuclear weapons represents a notable shift from its earlier defense policies. After the collapse of the Soviet Union, Ukraine inherited one of the largest nuclear arsenals in the world.
However, in 1994, Ukraine agreed to dismantle the stockpile through the Budapest Memorandum, which included security assurances from Western countries and Russia.
Many people in Ukraine are questioning whether surrendering weapons was a mistake due to Russia's ongoing aggression and violation of agreements.
Zelensky warned the Munich Security Conference in February 2022—just days before the war began—that Ukraine would consider the memorandum void if consultations with signatories did not yield tangible security guarantees.
